The "gaucho tradition" in "brazilian Europe": a critical look at the construction of the tourist image of Rio Grande do Sul

The study presents the narratives in folders and other tourist materials in the state of Rio Grande do Sul, investigating the dynamics of construction of this material and its relationship with representations of Rio Grande do Sul and the figure of the gaucho. Especially when it comes to the stereotypes that define the state as a destination that maintains the “tradition” and being “Europe in Brazil”. Through the study, it was possible to establish an outline of the power relations engendered in the tourist narrative and the way in which it is built from the articulation with a wide range of public and private institutions in the state of Rio Grande do Sul. For this, the trajectory of these state institutions and the actors inserted in the sociotechnical networks and their interests are presented. Thus, the people who have the power of speech and decision-making in these processes, which includes managers of the Secretary of Tourism and Culture of Rio Grande do Sul, and their direct relationship with institutions that reinforce these narratives, as is the case of cultural, museological and heritage institutions and the direct articulation of these institutions with agencies that promote gaucho traditionalism (even their insertion in other institutions through public office). This relationship allowed that for almost a century, traditionalist and/or farroupilha-focused interests of the rancher class were put on the agenda in public policies, from legislation to specific cultural projects. Thus, through tourist advertising, museum exhibitions, heritage listings, press, events, educational actions, etc. it was possible to insert the stereotyped narrative in the cultural policies of the state. In this way, the interests of the network have been excluding when prioritizing: race, gender, class, territory and specific temporality. The method used was virtual ethnography through the analysis of tourist dissemination materials, interviews, comments and interactions on social networks and other sites. It is proposed that the study makes it possible to think about more inclusive public policies, together with the community, so that groups made invisible by the official narrative can also reformulate it, thus eliminating these selection and exclusion processes.Sem bolsaO estudo apresenta as narrativas presentes nos folders e outros materiais de divulgação turística do estado do Rio Grande do Sul, investigando as dinâmicas de construção desse material e sua relação com representações de Rio Grande do Sul e da figura do gaúcho. Especialmente no que envolve os estereótipos que definem o estado como sendo um destino que mantém a “tradição” e sendo a "Europa no Brasil". Através do estudo foi possível estabelecer um esboço sobre as relações de poder engendradas na narrativa turística e a forma como a mesma é construída a partir da articulação com uma extensa gama de instituições público e privadas no estado do Rio Grande do Sul. Para isso, apresenta-se a trajetória dessas instituições do estado e os atores inseridos na redes sociotécnica e seus interesses. Seguindo assim, as pessoas que detém o poder de fala e tomada de decisão nestes processos, o que engloba gestores (as) da Secretaria de Turismo e Cultura do Rio Grande do Sul, e sua direta relação com instituições que reforçam estas narrativas, como é o caso das instituições culturais, museológicas e patrimoniais e a articulação direta dessas instituições com órgãos de fomento ao tradicionalismo gaúcho, (até mesmo sua inserção nas demais instituições a partir de cargos públicos). Essa relação permitiu que por quase um século, interesses tradicionalistas e/ou com foco farroupilha da classe estancieira fossem colocados em pauta nas políticas públicas, desde a legislação à projetos culturais específicos. Assim, através de divulgação turística, exposições museológicas, tombamentos patrimoniais, imprensa, eventos, ações educacionais, etc. foi possível inserir a narrativa estereotipada nas políticas culturais do estado. Desta forma, os interesses da rede têm se mostrado excludentes ao priorizarem: raça, gênero, classe, território e temporalidade específicas. O método empregado foi a etnografia virtual através da análise dos materiais de divulgação turística, entrevistas, comentários e interações nas redes sociais e outros sites. Propõem-se que o estudo permita pensar politicas públicas mais inclusivas, em conjunto a comunidade, para que os grupos invisibilizados pela narrativa oficial possam também reformulá-la, eliminando assim esses processos de seleção e exclusão
